Both. Warm up with some light weights, get your blood flowing first, and then do some static stretching, because cold stretching can do more harm than good. I've heard that stretching before an activity can temporarily weaken your muscles somehow, but I would much rather that than tearing a muscle. And you should always stretch afterwards, both static and dynamic. It'll help with muscle soreness, and flexibility.

Actually dunno, I was doing bodybuilding, and one of my teacher's told me that I have to stretch my muscles after I done training, cuz the stretching makes ur muscles go larger and big.

most people are in agreement that stretching is best done both BEFORE AND AFTER any kind of exercise. Thus the saying: Exercise what is stretched, stretch what is exercised.

before and after. Stretch before so you dont pull a muscle. Stretch after to relax your muscles so they dont tighten up.

You know, if I would do same kind of stretching as our fellow Shota does my groins would say, "AAAAAAAAAAAAAAAAARGH!" Say hello to him for me Choson. He looks nice and funny guy. :)

Both, and during. Warm-up slowly and stretch before you warm up. If your weight training stretch what you worked between sets and then stretch again after cooldown. Never force a stretch or you might pull something and that can take months to years to heal if ever. Also never try to max out your stretch unless your really warm dropping into or forcing a stretch while cold is a good way to get injured.
